The Planning Sub-Committee of MMRA reviews and takes action on relevant planning and public consultation matters that may affects residents.
A number of planning decisions have been determined in recent weeks. A typical planning permission lapses after a period of five years from the date of Final Grant unless the approved development is substantially completed at that time. Public Consultations follow a different process via online etc.
1. Flanagans Site and Union Café
Flanagans Site still unfinished.
Union Café site now for sale without a current Planning Permission for Development.
2. Thornhill House
Construction nearing completion.
3. 24, 26 and 28 Fosters Avenue
Some site clearance works ongoing but main development not commenced.
4. Rear of 38 Greenfield Road
DlRCoCo granted Planning Permission D24A/0008 for 3 dwellings. MMRA and others lodged appeals to An Bord Pleanála in June 2024. Decision awaited.

5. 44 and 44a Foster Avenue
DLRCoCo sought Further Information which it deemed as significant and invited Further Observations. MMRA and others submitted Further Observations. Applicants have appealed the dlrcoco decision to An Bord Pleanala. ABP have invited comments from parties who made Submissions.
6. Open Green Space along North Avenue /Greenfield Road
No recent update.
7. Section 9 of the Housing (Traveller Accommodation) Act 1998.
Residents are advised that in accordance with the provisions of Section 9 of the Housing (Traveller Accommodation) Act 1998, Dunlaoghaire Rathdown County Council must, every 5 years, adopt a Traveller Accommodation Programme (TAP).
DLRCoCo has prepared a Draft Traveller Accommodation Plan for 2025–2029 and invites on-line Public Consultation on or before 30/08/2024. Location 3 in the Draft TAP proposal is for 5 Units in a Grouped Housing Facility in Greygates, Mount Merrion, in the wooded land near to the N11/The Rise and between the N11 and the Old Stillorgan Road.
The current Draft Programme includes the Greygate site and proposes the omission of two previously proposed sites (2019 – 2024), one in UCD and one in St John of Gods, Stillorgan.
MMRA understands that DLRCoCo intends to assess the results of the Public Consultation and then prepare its Executive Report for Councillors to vote upon the adoption of the Draft Programme, probably in November/December 2024.
